Report Suspected Elder / Dependent Adult Abuse

 

Adult Protective Services (APS) is 24-hour service program to investigate all situations involving seniors (age 65 and older), and dependent adults (age 18-64 and physically or mentally impaired) who are reported to be endangered by physical, sexual or financial abuse, isolation, neglect, or self-neglect.

Legal description: Mandated by the State, APS is defined by the Welfare and Institutions Code 15610.10 as the agency that provides preventive and remedial activities performed on behalf of elders and dependent adults who are unable to protect their own interests, harmed or threatened with harm, caused physical or mental injury due to the action or inaction of another person or their own action as a result of ignorance, illiteracy, incompetence, mental limitation, substance abuse, or poor health, lacking in adequate food, shelter, or clothing, exploited of their income and resources, or deprived of entitlement due them.

APS MANDATED REPORTERS

Certain organizations and individuals having full or intermittent responsibility for the care or custody of an elder or dependent adult are bound by law to report suspected incidents of elder and dependent adult abuse. APS receives cases from the following “mandatory reporters” as well as from individuals who are not mandated, such as family members, friends, neighbors or other concerned citizens.

•Care custodians
•Health practitioners
•Clergy members
•Employees of county adult protective services agencies
•Local law enforcement agencies
•Employees of financial institutions

Circumstances requiring reporting:

•Physical abuse (including sexual abuse)
•Abandonment
•Abduction
•Isolation
•Financial Abuse
•Neglect, including self-neglect
•Known or suspected incidents of treatment resulting in physical harm or pain
•Deprivation by a care custodian of goods or services necessary to avoid physical harm

Voluntary reporting of other types or abuse, i.e. mental abuse, is also encouraged.
