What is Young Offender Reentry Planning Grant (YORPG)?
In 2009, the Los Angeles County Department of Community and Senior Services (CSS) was one of five entities nationwide to be awarded a Young Offender Reentry Planning Grant (YORPG) by the United States Department of Labor (DOL). The goal of the planning grant was to develop a comprehensive Blueprint for reentry policies and practices for all young offenders (ages 14-25) returning to Los Angeles County from juvenile and adult correctional facilities. The Blueprint is an all encompassing master plan that provides recommendations which support or can influence the improvement of reentry systems and services. To achieve this goal, CSS enlisted the support of the Department of Social Welfare at the UCLA School of Public Affairs to synthesize various sources of information and assemble the Plan. These sources of information included:
- Individual and group interviews and think tank sessions with 90 stakeholders;
- District Summits attended by over 600 community members;
- A review of relevant literature, including both national and local publications; and
- Analysis of archival data and GIS mapping.
We are posting this Blueprint online to ensure that community members can access and review the Blueprint and its content to provide their commentary and feedback. The commentary and feedback provided will be thoroughly analyzed and reviewed to determine if it is substantive and relative to the Blueprint, if so, all substantive commentary will be compiled together and merged to form an addendum to be added to the Blueprint.

The commentary period will open to public as of February 9, 2011 until March 10, 2011. After March 10, 2011 comments will no longer be accepted.
